Nothing, there is nothing you can do to (legally) that will make users click on the ads. It is entirely up to the user. Just be be strategic about the placements of the ad.

The best simple techniques you can do with any contextual advertising is:
1. Make the ads blend in with the content from both a look-and-feel and a placement situation. For example, if you have a white background, make sure your ads have a whitebackground.
2. Make sure the ads are contextually relelvant. They should be about what ever the subject of the page is.
Just a few small things that can make a big difference.

Hi freemaster, it is most unusual not to get some clicks, especially competitors spamming your site and using up your budget, so what do your stats say? Have you checked all your connections?

Seriously, though, definately make it look as if it's part of your page. It's not important that your visitors know it's not part of your page, but the fact that it doesn't ruin the design and looks "clickable". An example of well incorporated ads off the top of my head is hackit.org .

Where have you placed them? Put them in a spot so they can see them every where on the page.

to help with better placement:
-make sure they match
-place them around where users are most likely to see them (header, in articles, etc)
-make sure google can index your website to serve more relevant ads: https://www.google.com/support/adsense/bin/answer.py?answer=10532&topic=159

Do not put them above your main content like those two sites are doing, you'll end up loosing your visitors like that.
