Hi,
Being satisfied of how much content I've uploaded, I think I'm ready to start submitting to search engines. Many times before I've failed in getting my site listed high, or at all, on various search engines, and I really would like to do well this time around.
First, when testing on a free server for my site, I submitted it to a number of topsite lists. Is this recommended? Will I get banned from certain search engines (if infact topsites are considered link farms), or will this improve my PR?
How can I obtain a sitemap? Will this help me get listed, or help me get listed higher in search engines?
I would like some recommendations on which keywords I should target for. "Free Games" is a rather popular keyword in terms of how many sites are listed, so I think I should find an alternative.
What are some sites you think I should link with? I honestly cannot think of any type of site that would attract audiences similar to mine, but would not be my competitor.
Last, I would love it if you guys could tell me how you first start advertising your site -- whether it be submitting to Google, linking with other sites, or filling out your meta-tags.
And any other information would be greatly appreciated!

Most of the time you do not need to submit your website. All good search engines like Google, Yahoo, and MSN will automatically crawl and index your website.
Topsites will probably not help you much, they may even have a negative effect, but I wouldn't worry about it too much.
Some of the best ways to gain traffic and exposure are:
-SEO (a lot of SEO you can do yourself by reading guides and SEO forums)
-Inbound links (Contact websites similar to yours and get them to link to you)
-Forum/Community exposure (such as linking your website in your signature)
-Email marketing (Buying emails on topics relating to your website, make sure it is spam-law compliant though)
-Buying website traffic (Buying raw web traffic to go directly to your website)
-Using Google/Overture PPC advertising
-Buying banner/text link ads
-Submit your website to free directories (and paid ones if you can)
-Write press releases to gain attention to your website (try prweb.com)
-Start a blog or write articles on the topic of your website, and link them to your website.
There's plenty of other ways to promote your site, but thats all I can think of right now.
A sitemap is usually not needed, but Google can help you create one. Try this http://www.google.com/webmasters/sitemaps/

I'd like some more advice. I've come across the site http://www.moregamers.com - apparently, the traffic I buy from this contains mostly gamers and the like.
Will this damage my SE rank or possibly get me banned? Should I use this over Overture or Adwords?

You need to get a steady stream of visitors first so that you can then build on that i recommend buying some cheap advertising space on a website of the same genre to yours or even finding some free advertising space

I actually just started a website today that hopefully will be able to help people having your problem.
