I havn't realy seen many companies for traffic. Most people I know do it themselves, allthough I'm sure you'll find something if you search hard enough.

Email campaigns are relatively expensive and don't generate much, so i'd be thinking about search engine position.
Use bookmarking sites to your benefits. Stumble Upon, Digg, ect. They brings a decent amount of traffic if you do it right. You can find more info on them by doing a search in google. Hope this helps!

If you are strapped for cash, then writing articles is one of the best methods I've come across for promotion.
Basically, you want to write articles on whatever niche you are promoting and submit them to article directories, such as ezinearticles.com.
Once your done with the article(s), you usually have an author bio box. Just put in an attention grabbing bio and a link to your website.
You have to make sure that the articles are yours, though. You can buy PLR articles and edit them. You can also hire a ghostwriter to write an informative article for you.
There are many more methods out there, but this one is good if you are low a advertising funds or can't afford Adwords,

I like to use this example for targeted visitors:

Now if I take the same bag of apples and go to my local farmers market street fair, I'll sell them all within an hour because the people there are targeted customers and in the mind set to buy fruit.

SEO types are sneeky, like used car salesmen. Always promoting their own business, but always looking for why you're successful so they can profit off your "trade secrets".
Truth is, you won't get the truly successful information, as it'll put the SEO types out of business.
What information you can get is in piecemeal scattered all over the web. But you will have to remove the hard sell that comes from these "lectures" to gather the real data you need. It requires a lot of time and organization. If you have a goal to make a living online, a couple months studying is well worth it, as there's no such thing as "free lunch" in this Wild, Wild, Wild West commercial market.
Study, watch your stats religiously, and experiment. Yahoo and Google didn't become big on rigid formulas, they tested, tested, tested. Sometimes they failed royally, sometimes they hit paydirt, but if they stuck to rigid formulas, the web as we know it today will function like in 1998. The same goes with your site, as each market has a different type of customer (there is no one size fits all profile -- kids are different than grandma, for example). What sells for a game site, won't have any bearing on a crochet store. Different markets with different details.
So, do your own homework. Save that money on things you can't do yourself (a better website/server/market research [not SEO research, actual marketing). That will keep you not so much in the red in those first s-l-o-w and painful 2 years to establish yourself.

There are companies out there where you can pay for traffic, such as 10,000 visitors or 100,000 visitors. You will really only get hits and visits from the users, they are traffic that will be repeat visitors though. Only if you want to get your hit stats up, would I recommend using one of these companies.
