It's usually not a good idea to use bulk submit programs. The search engines don't even need a manual submission to find you, so you shouldn't have to bulk submit to a lot of services at once. I think that could get you branded as a spammer anyway.
Looking at the Web CEO site, a lot of those tools are freely available in Google Webmaster tools and Google Analytics.
Marketing is not a simple thing. It is not easy and there are lots of factors involved. You can't just purchase a one-stop solution and be done with it

I think that Directory Submitter will work for you. You can add the details one by one to each directories.

I know, it's mind-numbimgly boring researching all the sites similar to yours and emailing the owners to try and set up link trades. But believe me, it's the ONLY way successful sites get to grow.
If you use any commercially available submitter you instantly align your site with all the other sites using that submitter. You get lumped in with the rest and it's pointless.
Slow and careful link trades and actually making friends with other site owners is the way ahead to guarantee some level of success. Also, the quality of the links you get are very important.
I have a site http://globalwarminginthenews.com which I spent a month finding a new site every day to swap with. It is now a PR5 and all by simple legwork. And once you have some PR5 sites you can use them to link to new sites of yours to give them a leg up.
