Those are all pretty low quality methods. If you want quantity (useful when you're starting out) then those might be appropriate methods to try. What you really need to do is to get quality links, which means finding ways to get better sites to link to you.
I would exand on that, but mom & sister want to go shopping gotta go!

I recommend submitting the article to another website (not an article directory) and asking them if they would like to publish it. You get a lot more recognition that way, and a better, higher quality backlink.

This is a halfway decent method. Instead of going the traditional method of putting the link on a link page, ask if the related website will do an article, or post exchange. You both would write an article or blog post, and post it on the other's website.

This doesn't really build backlinks directly because most forums now have nofollow attributes on the link and some experts are saying search engines just ignore those types on links. However building up a reputation on a forum is a good thing. People will know who you are and if you're cool enough, members might blog about your new project or whatever. It is also easier to ask for post/article exchanges if you know the person on a forum.

There are a lot of services that will submit your website to a few hundred common directories for a small fee.

If you're running a new website, don't do it. It looks really spammy, and you don't want to get your url banned from those places.

There are a billion ways to build links, some better than others. The best way is linkbait, like Aaron Wall's bait 101 Ways to Build Link Popularity in 2006 which had a really good ROI

Go to Google / Yahoo or MSN etc and perform a search on 'Search Engine Friendly' directories.
