I am launching a website that has 3 levels of subscriptions: Free, $119/yr and $199/yr. I want to get webmasters to put a button on their site pointing to my site (120x60 px.) and will pay them a commission for anyone that purchases a subscription that has been directed to my site from them.
I was thinking $25 and $35 for commissions (hardly anyone will want the higher priced one)
Where is the best place to promote something like this? .... and would webmasters do this?
My site is offers real estate related content and the people purchasing subscriptions will be anyone in the real estate industry --- and the people visiting the site will mainly be consumers.
This affilliate thing is new to me and I am open to any suggestions. Tks.

To be honest I don't believe an affiliate programme would get much response and you would waste a lot of time and money investing in one.
Until you have listings on your new site no visitor is going to stay long, at the same time no one in the real estate industry is going to advertise their listings on your site while you are not getting a good amount of active visitors.
So how do you tackle this? My best advice would be to start off by getting some listings on your site from a local estate agency or property developer, bare in mind that at this point there will be few if any body that will pay for this (it may be the case that you have to pay them).
However once you have some listings you can get some visitors; my best advice here is put a good ad in your local paper and get some local viewers on your site.
Now you have local viewers you can approach estate agencies and property developers that should be willing to pay as you are getting the viewers, the best way to do this would be get out your Yellow Pages or local phone book and make a list of them then either pick up the phone or write them a letter (on quality paper) with an attractive logo at the top addressing what it is you do and how your service will benefit them.
Until you have the listings you won’t get the viewers, until you get the viewers you won’t get the listings!

Aim at your local market... once you have a local client base, then its easier to do some advertising online and bring in more clients from other places.

There are different ways (both premium and paid ways) you could do to promote your affiliate program.
Free ways:
Forum posting on relevant niche
Email marketing (opt in)
Article marketing
Directory submission
etc...
Premium ways:
Banners (on relevant sites)
Targeted link backs (on direcotories and relevant sites)
PPC (focusing on keywods your target audience would most likely search for - ex: real estate affiliate, property affiliates, etc)
etc...
