I use a number of popup agencies to serve my network, and have been happiest with the performance of:
1. AllClicks Exit - $15CPM, pops up one window on exit - which spawns a second window when closed.
2. GoClick.com - $2.5CPM popunders. Offers some degree of targeting (may select search term), and only appears once/unique/3 days.
3. PopupTraffic - Simple, yet effective. $3CPM for popups, $2CPM for popunders.
4. Focalex - payment on a CPA basis. Relatively targeted.
I also jumped on to the AdScholar bandwagon when they launched a few months back, but they have had some technical difficulties and have yet to prove the reputability of the $4.5CPM GiasnStitial popunder technology.

The thing that really turns me off about pop-ups is I know that from experience, pop-ups really tick me off and they make me less likely to return to the site that I went to. I want my visitors to return... and ticking them off the first time isn't exactly the best way to do it.
Personally i'd find another way to make money off your sight. Pop up banners are annoing to your visitors and may encourage them never to return, espicially ones that open more windows after you close them.
As with all forms of advertising, the publisher has to consider his/her audience's response and weigh this against the likely monetary return.
Dans Best APD and pumpskin, I agree with you that popups are irritating, but it is exactly this irritation factor that makes them valuable to advertisers who demand high direct marketing ROI. No publisher in his right mind incorporates popups ads into his site for fun, but in this deflated market, many are forced to do so in order to survive.
Marc James, yes, FastClick does offer popunders, as do ClearBlueMedia, BlueFishNetwork and eUniverse. Engage and Burst also offer popup variants, which are proving popular with many publishers for their high CPM rates.

One more thing about the other networks: AllClicks and Popuptraffic.com are the same company. They are both run by Standard Internet, people from that company post here also. Goclick, as far as I know, seems to be a legitimate company that isn't owned or operated by anyone else using different names.

You got the point. I think that pop-ups are too big chance to be taken for most sites.
