It's simple. Spend money on PPC advertising. You may go broke but at least you'll get a higher ranking from the traffic and it's not black hat.

Look at the top ten results for your key term and a number of related phrases, then track down all their links. Go through the list paying attention to
(a) quality links
(b) Australian sites
(c) relevant sites

Get links from all those places, then look for other places like them (i.e. if you find links from IT directories, track down all the IT directories you can find, starting with Australian ones).

I would consider this particular piece of news as a sign of things coming back to normality but with a slightly different perspective.

If you want to get this alexa rank in such short time, perhaps you should give much money for that...
Submissions to high quality directories as a feature listings
Banner ads on related websites, that are popular
PPC (Google Adwords, for example)
Different types of feature listing in classified advertising, blogs, social media...

You shouldn't be focused on a good alexa rank. It means nothing...

You have to concentrate on increasing back-links. Increasing back-links helps to increase the traffic also. You can also do social book marking , article submission etc.

if you want it to be done in one week, i think the better option would be to take some seo expert to the work , good luck

Surly it can be done without using black hat SEO. Alexa rank change with traffic if you website having good traffic then surly it alexa ranking will change. If you website is getting huge traffic on daily basis then surly it rank will improve within days.

For improving traffic you need to do different types of things which are related to social media, like posting blog article on blog and sharing it on social networking website in order to get traffic...
