I have recently developed a website and I want to decrease its alexa rank, to 50,000 in a week. Any possibility without doing black hat 
.
2ndly how can I bring its keyword IT Service provider to the top in local search in Australia?

One week is short notice, how ever you can always do the following.
It's simple. Spend money on PPC advertising. You may go broke but at least you'll get a higher ranking from the traffic and it's not black hat.
Note I really don't suggest doing the above.

Who cares about Alexa? And why do you want to decrease your Alexa rank? Do you mean decrease or increase?
Look at the top ten results for your key term and a number of related phrases, then track down all their links. Go through the list paying attention to
(a) quality links
(b) Australian sites
(c) relevant sites
Get links from all those places, then look for other places like them (i.e. if you find links from IT directories, track down all the IT directories you can find, starting with Australian ones).
No follow hacks me off. Webmasters, take responsibility for your content!

Banner ads on related websites, that are popular
PPC (Google Adwords, for example)
Different types of feature listing in classified advertising, blogs, social media...

You have to concentrate on increasing back-links. Increasing back-links helps to increase the traffic also. You can also do social book marking , article submission etc.
