this is probably a silly question but here goes:
suppose siteA is a has a google pagerank of say 3
that is refering to the home page yes?
then if they have a links page which is pagerank 0
if they link to me from their homepage I get some sort of pagerank benefit
but what happens if they link to me from their links page which is pr0
is their any benefit in that

Not really. But it all depends on how many links there are, and if both your sites are on the same topic. Google tends to ingore link pages. Is the name of the links page links.php/htm/asp? If it is, that will discount any links more.

its just I exchanged links with another site both of our main pages are pr3
but my links page is pr2 and his is zero
and I also put a 88x31 button on my main page and it was really difficult to find his links page as its down in the copywrite bit
and I'm think was it worth it
and more importantly will it devalue my site at all?

I think any links are of benefit even if they are on a PR0 page of a website. Google will still see the link to your website and count it its just a lot better if the page has a high page ranking.

I hope any sort of link ( from PG 3 or from PG 12) could do some benefit. Its the final authority of the search engine to decide the ranking.

You will get a benefit... because when google will first crawl that internal page, it will allocate to it a pagerank. it's called an internal pagerank. the internal pagerank is export only once 3 months, and we can see it throw the google toolbar.
However, even if a page is PR0 it will pass some rank to you.

you need more than 1 link. obviously linking to popular sites is good. but linking to unpopular sites is also good. dont just do anything to get you site rank up. concentrate on what is important for your site. ie the content. make sense?

I think the main page and link page matter in any link building services. It is really better to have the link page of high PR also.
