The people you are wanting to send the e-mails to, do they already have some type of relationship to you? (they personally gave you their e-mail somehow, by signing up at your site or in some other way?)

Newsletter and mailing lists require what is called 'opt in' permissions to be received before you send them emails - otherwise it is spam and they may report your domain name to your ISP or other black list groups.
So the question is simple: if you have received prior permission from those 500 people to receive your emails then you're ok - if you have not received their permisson then don't email them.
You build up an opt in mailing list from your website by having people who want to, join your mailing list.
