Forums are really hard to promote on their own. It's good to have a content area that you can promote separately, then try to funnel traffic to the forum from there. Good articles are much easier to promote on social bookmarking sites and get links to etc.
A generic name and stock forum theme won't help people to remember you either. There are tons of forums on the same topic, you need to make yours stand out somehow.

If you want promote, you can post in other forums with note your signature..
Because blog easier to promote than forum.

2) Viral-market on Social sites such a Myspace & Facebook
3) Post in forums and blogs with your forum's URL linked to your signature
4) Spread word of mouth advertising to as many communties as you can within your forum's category.
5) Have all your friends and colleages help you repeat steps 1 - 4

If you have enough budget, you can hire few webmasters for paid postings on your forum. Another good idea is organize such kind contest on your forum.

That all depends on how you promote on their forums... As long as you stay on topic within the threads and don't post ads, then they won't mind. My signature below is a Prime Example of how to promote your site in a forum without spamming it.

I ran into a site the other day, that had a new blog entry about adding a forum into a particular wordpress theme, so that it looks like it belongs with the rest of the site.
After reading the post, I was curious, and so I checked out the forum that they had set up on their site (since they mentioned it in the article). A simple how-to article on a related topic can get readers interested in the forum you have to offer.

Singature in different forum will help you promoting your forum.
Bookmarking articles in your forum in social sites can help you.
Start few referral contest in your forum for few months to get some handy and useful users in your forum.

I think that a lot of the "promotional work" needs to be done within the forum as well.
Are your threads interesting discussions that would get others interested in joining so they can contribute their thoughts? Are you allowing people to advertise their products at the expense of having quality discussions? T
These are just a few things people will glance over before they consider joining a forum. Before joining, they need to be able to imagine themselves actively posting in specific threads.

Forums can be very good at generating traffic to your main site. You get focused content written for you and if it's your own forum you can run offers etc to your "list" of members. Of course, you need to get visitors to your forum, just as you need to get visitors to any other site you have. So how do you promote a forum to gain members?
Do a search on google for free advertising forums. A lot of them have places where you can announce your new forum. Do another search on google for 'forum submit url' or 'announce forum' that should also bring up places where you can tell people about your forum.
Add your forum to your sigfile in all your outgoing mails. Also in your sigfile in other forums.

It seems to me that those kinds of posts would be lower quality though, as in, what would be their incentive to post, beyond a paycheck? You can usually tell when a poster puts a lot of thought and makes their message personal, and I think that visitors can pick up on that. It almost seems like paid posting could hurt a forum, if the content draws new visitors away.
But I would say that encouraging family and friends to join in the discussions would okay, because they might really be invested in seeing your forum thrive.

I am actually trying to build my own christian forums on my site. It seems very hard as well. I am afraid I have no money for paid posting. I also tried social networking but no luck. So I do agree it is very hard...but it is something that can work out if you keep at it. Just like everything else.

I would say to offer dofollow signature links - that's usually an incentive for people. Then promote on twitter, digg, mixx, stumbleupon, propeller etc as well as - if it's allowed - other forums.
I might also state that you intend the forum to be there for the duration - I recently responded to an ad a forum advertising a new forum, spent quite a bit of time posting (hopefully helpful!) posts only to find the forum shut down a couple of weeks later.

Be sure to have a quality website this includes good design, unique content and a lot of work. You can participate in the related forum and promote that you have new site together along with your signature link.
And if you have some extra dime, try launching it with adwords and adsense spend a little bit. Work constantly and you'll make it.

Maybe you need to decide or develop what your edge is; what are the actual reasons people *would* come, and stay? Why would *you* visit your forum? What's the hook; the angle of both interest and later, fulfillment? And can the response needed to set this in motion be elicited with a message consisting only of this edge? Can you therefore play with forms of dropping this message other than having to sound like 'please visit yet another...'?
What kind of signature would move someone to post a message about it? And would they know if they should make that post, or not? I was hoping someone here would know. But apparently not.

Whatever else you do, this is the key. Delete spam posts, spam threads and spammer accounts.
Have an 'FAQ' section so that if you get multiple posts on the same subject you can just refer them to the existing knowledge base.
Keep it topical. Be sure to respond to any unanswered threads. Make people feel that it's worth spending their time there.
No follow hacks me off. Webmasters, take responsibility for your content!

You can also try to invite or have some people start to post good threads into your forum.
You can also try to make posts into forums that are related to yours and make your own signature.
These are just easy ways.
