How much to charge for advertising depends on a lot of factors - how much traffic you're getting, where the advertising is on your page, what form it's in (banners, other sized graphics, text links, top of the page/bottom of the page etc.), and what the demand is for advertising in your niche. You can look at our advertising page as an example (we find it easier to charge a flat monthly rate rather than bothering with PPC and things like that). Keep in mind that there is a high demand for advertising on a webmaster-related site. Lots of potential advertisers for us which may not be the case for you.
I don't what you're thinking about partnerships but normally payment isn't part of the euqation there ...

well it totally depends on the traffic of your website. if you have lot of visitors per day then you can charge more for the banners. and it is also very important that how many clicks you expect from your users.
and how many revenue you are generating right now from google ads?
