Some good ones are eAds.com and Cj.com (the best probably)
Overall, I think CJ.com is much better then eAds. But in my mind those are the best two for low traffic sites...

I second the WebSiteSponsors.com recommendation. Affiliate-based sites like CJ, Amazon, etc. are only good for very high traffic, targetted sites.
