Google Pagerank doesn't mean very much in the real world. Where your site comes on search results for your keywords is much more important in my opinion.
Here's some info though:
Good quality content that matches your site's topic(s) subject(s), and plenty of it. NO black hat techniques or tricks, as they find them all out in the end and you get penalised (or banned).
Good "QUALITY" links from other sites. Not just any old link will count, and really should be from a site/forum/blog with similar/relevant content to yours.
Basically put, a decent well maintained site with plenty of relevant and quality content and new content on a regular basis will get a decent pagerank.

I agree with this view...But for getting more and more traffic, you should have to maintain enough presence on the web. Directory submission, forum posting, blog commenting, social bookmarking may help you in getting more and more traffic.
Just focus on providing good, relevant and quality original content that is worth linking to. Once other sites see its value and links to it naturally, you get more PR juice.

This, and the post by torres above are really misleading. A lot of low quality links aren't going to help you nearly as much as a few good quality links. You can spam post all you want on forums & blogs, but your time is probably better spent creating some good content that people actually want to link to.
Of course, this all depends on what your goals are. Are you trying to get a PR 2 or a PR 7? Low quality tactis might be enough to get you from 2 to 3 but you'll need a lot better than that to get up through the 6-7 range.
And, again, all of this doesn't really mean that much because it's just toolbar PR (or were you refering to "real" PR??) and it's outdated and it doesn't mean that much anyway. Focus on your conversions, traffic, and rankings.
That is so true denxioz. i will like to add that before we think of linking at all, let's first provide strong contents, because if you do that well, people who enjoy such contents will want to associate with it on their site by linking to you. So getting links can be very easier if you are good at what you do. Submitting sites to directories can go along to help but it has to be manual submission so you can vary your titles and descriptions, that way the links appear natural to search engines

I have one site that has been PR0 for over a year and another site that moved up to PR3 pretty quick but has been stuck there for over a year now, it seems like nothing I do makes any difference.
If you're stuck at 0 there might be problems on your site that you're being penalized for. Check Webmaster tools to see if there are any warnings there. Also read Google's guidelines to see if there are any you are violating.
Otherwise don't worry too much about those numbers. Are your rankings improving? Are you getting search traffic? That's what you need to be focused on.
You need to focused first on creating quality contents. If you have quality contents it can easily attract visitors and they will probably link to your site. You can do commenting on high PR blogs (much better to related sites) and subscribe to their feeds.

Google are bringing out a totaly new version of Page rank very soon.
So I wouldnt worry too much about your existing page rank anyway, focus on building quality backlink to your website instead.

To get a high page rank you need links from other sites, either a lot of them with not much PR or a few of them with high PR. Both will increase your PR, and that will also increase your search engine rankings which is what matters anyway. You also need content on your site.

Getting high page rank is very difficult. Google consider so many factors before ranking a website. In my opinion also content is the main thing about a site. Good quality content site will be ranked first. The page rank also depends upon several other factors like keywords, links etc.

To get high PR to your site, you have to get backlinks from the pages which have good PR (or high PR) and those pages should have content related to your niche as well as with less than outbound links. Then you will get high pr with less number of links.

To get high PR, you have to maintain good ONSITE SEO as well as good OFFSITE SEO too.
You have to update your site with quality and fresh content. Apart from that you have to get quality backlinks to your sites specially from good PR web pages, as well as links from your niche related sites(forums, blogs, and etc). All these will help you to get high PR.
