Pretty much a waste of time if you ask me. You could better spend your time writing content, getting links from directories and optmizing your site than autu-surfing with other webmasters looking for the same thing you are.
I used it in the past to build up credits on some traffic exchanges. Basiclly the idea is to setup your auto-surf to surf your start page traffic exchange so every time it loads you get credit. Their was a machine called Auto-Hits Machine that did this. It was just a script that rotated several exchanges start pages. I used to run it overnight and it would build hundreds of surfing credits in each one.
I don't rely on traffic exchanges anymore to advertise, they are a waste of time. If you are going to advertise on a traffic exchange the best advice would be to send people to a lead capture page and build a list.
Besides, every one surfing traffic exchanges are just trying to get credits for their own website and are not interested in buying anything.
The only thing it does is to use your bandwidth.
People turn the autosurf on and use other browser window while they get those "points" without even watching the websites.

Very true and if your advertising your website that has adsense ads on it you will get warned.

What's the point? The people never stay and if you run a forum, it's not like they sign up and post. Also, if you're using AdSense or something like it, it's most likely you'll be banned for fraudulant clicks. Those surfers are usually sent in on the same IP and click around. Even though they're different people all Google sees is a bunch of ads being clicked from the same IP. I wouldn't recommend programs using automated traffic.

No, the traffic it brings isn't targeted at all, though I heard people do make money on it.

I think it depends on what you're after website traffic wise.
Is it likely that 'normal' websurfers use these sites... No probably not. Most probably it'll be other website owners.
So... If your site sells a product aimed at other webmasters, it may be a good way of getting quality visitors!
