I want to develope a big website on technology which will be regularly updated.Its a big project and initially will not contain any ads.How do I promote it???

I think you can try use Google Adword to promote it, and submite your website to search engine, free open directory.

I think you should be thinking about how to get into Digg. Write some unique content that will be attractive to digg members. Do some research on linkbait and what's called "social media optimization". Make sure all your content has "digg this" links on it, and encourage your visitors to use them.
Don't spam the site by submitting your own aritlces all the time. Submit a select few, but otherwise you could be (informally) labelled a spammer. I think some people have had accounts disabled because of this.

It's going to be a prestigious site. Key word- "gonna". For now, you should think about doing a link exchange with a few people on a month by month basis, just to get the word out about your site. Also, offline promotion helps big time! Print up some flyers and pass them out or staple them to telephone polls. Be relentless.
