IMO the answer to this in a general sense depends on what kind of links you want. If you want lots of poor quality links that may or may not count for much, but are easy to get, things like forum signatures, directory submissions, and article distribution might work. Anything that requires a linkback in exchange will look suspicious to search engines and will be devalued. If you have too many of such links pointing out from your site they may stop your site from passing value to other sites. One-way links are better than two-way (exchanged) links.
If you want high quality links you need to have something worth linking to. Then you need to get it out to the people who can link to you (see links in my response to the topic I linked above).
First go to a link submission directory say linkmetro.com and submit your url there.Then choose your category as per your keywords.Browse through the pages and lookout for websites that has a better page rank or a pagerank equivalent to yours.Add them to your link page and send them your requests.This should do the major part of your work.Whether they approve your request or not is their choice.

I dont agree with the linkmetro.com part, but there are certain better link submission directories that allow you to choose what categories you want to have links exchanged with. Why bother? It seems like such a hassle for marginal benefits (arranging a three-way link exchange). Why not just write some good content that people might want to link to because they actually like it? It's obvious that search engines don't like deceptive links, I don't see the point in constantly trying to find new ways of doing them.
I have found some benefit in tying my 4 sites together, especially since one of them is very old and well established. Google likes to know that you're trustworthy, so being associated with already trusted sites is good. I think they probably know that the same people are behind these 4 sites though and therefore the links wouldn't count in the same way that links from other sites would.
However, it is difficult to maintain 4 sites at a satisfactory level (one of them isn't really updated anymore). Don't create additional sites just to boost the rankings of your other site unless you really have a lot of time to work on all of them. It would be better to find other ways of getting natural links. You may also want to read The Rising Tide Lifts all Ships. (basically, you want to concentrate you link juice on one site rather than distributing among many).

There are so many ways people want to create a link...but almost none of then works as well as a unique content article, general interest....
If you know some programming language, you can try to create a tool...but a tool that is rare on the Net.
You can also pay for some quality links. (although there are rummors that G hunts down the websites that are involved in this).
