Fake is an accurate enough word. Much of the traffic of the second tier PPC players comes from pop-ups, redirects, type-in, and the like. It is clearly NOT search traffic so the conversion rate is very low.
Your primary PPC efforts should be with AdWords and Overture.

Choodse a recognised ppc engine - they actively try and stop people scamming the ppc's.
