Finding new, local clients

I sell software online to just about anyone who can come to my website. Local work, however, seems to have been 100% word of mouth.

Well, I've been fine with that but I am nearing the end of a project and could use some more money/more clients.

Does anyone have any suggestions on how I could find more clients for software development or (mainly) web design work?

Are you a member of your local chamber of commerce? That might help you network a little, but I bet there are a lot of developers already making the rounds there. One idea I had was to do a search on some popular yellow page website and make a list of the businesses that don't list a website. Then just send them a letter or call'em up. And another thing you could do: look at the websites there, determine which ones are being neglected or could be better, and contact those businesses. Just an idea.

Do you have a craigslist for your area? That's a good place to find clients, but you have to wade through a lot of "I want a website for $200" crap.
