E-mail lists, legal?

Hello,

Just a question I have been wondering on. I have seen loads of e-mail lists available for download around the net. Is this legal? I know there are many SPAM laws etc. But many businesses do send out mass emails. What are the do's and dont's with this type of thing?

I mean I could go off and download 20,000,000 e-mails from rapidshare and then send out a link to my site. Why shouldn't I do this?

No they are not, even through you use them to send mass emails or spam, that will only make negative effect on the site you try to promoter,
