You need to identify your market before coming up with a promotion plan.
What's your typical client like? Who are you aiming your services at? youngsters? teens? OAPS? techies? rich? poor? etc etc.

We are planning to launch a web site and make our services available for students and scholars worldwide. But what is the best way for promoting web site and attracting customers? What actions should we undertake to make our essay writing business successful?

Hmmm... Megan would probably be the best person to help you with advice on how to target education establishments since she works in one...
You need to think of a method that will attract young and intelligent people - think about where they hang out (both online and offline) and try to advertise in those kinds of places. Word of mouth always helps, so why not offer a "win a free essay" promotion to ten random people that sign up on your site in the next month? If you get the word out about it, lots of people will come and hopefully signup to enter the competition - they as well as getting traffic to your site, you also collect their email addresses. Once you have the email addresses you can send out a monthly newsletter (only if they agree of course) to remind them of your service.
The only thing that worries me is that the universities aren't going to be very happy if you are offering to write the essays on behalf of their students - surely that's against the rules? If the universities get wind of what your doing, then it's likely that they will block your site from their network to prevent their students from finding your service.

But where it is desirable to advertise essay writing services? What sites? As you can see there are a lot of companies deliver essay writing services worldwide and they have no problems with universities, as all students are not interested in providing their teachers with the given information first of all. All they have to do in order to avoid problems is to provide students with high quality essays (no plagiarism) by the specified deadlines. But there is another problem - how to attract students to the given web site. Where it is better to advertise services online? The point is that even if our web site is ready the students will not know about it!!!

Andy has pointed out some good points that you are going to have to consider. It sounds like you have a bit of work to do on your marketing plan; that’s something that we on this forum cannot provide to you. Your plan should answer these various who, what, when, where, and hows.
As for advertising, you should first focus on the quality of your web site content. Content strategy is your number one thing. For your type of work there is a booked called “Web Copy That Sells” that may be of some use. You may wish to also read Seth Godin’s “Permission Marketing.” Pay-Per-Click through Google Adwords and YahooSM is probably the extent you want to go at first.
There is a high probability that a student, who is your customer, will be academically disciplined and become very disgruntled. That is a serious risk you will have to consider. The honor codes at major universities go far beyond plagiarism. Having work ghostwritten is definitely a no-no.
You have quite a bit of work left to do before you should open your virtual doors.

Start with your locals, you may really contact them at colleges, bars, student canteens, other places where they hang out. Another thing to consider is what sites people who need this product go to and place links to your site there, it may be some educational, language-related sites, and not since I'm also not quite sure whether it's legal or at least moral to offer essays that students will pass off as their own, you may slightly change your tactics and advertize your site as instructing and helping to write essays, something like an essay - tutor.
actually, you should apply the same seo practices that are used for other sites.
