Event Links List: scrollable div (no scrollbars) plus admin without database

Displays a list of links (suitable for events) in a div element with controls to scroll the content to see all the links, without a scrollbar.

Links/events are administered with PHP and stored in a .js file (no database required).

List display widget can be used without the admin page.
