I'm a newbie to all this "payment" stuff.

What is wire transfer? Can it be done with the local bank?
I wanna pay someone who is in a foreign country.

Or is there a service where I can use my credit card, and the website will do the wire transfer for me?

My friend in Hongkong only accepts Wire Transfer.

International wire transfer can be done via the SWIFT system. But there are fees involved and some level of possible error.

Yes, you can do this from your bank. Wire transfer basically moves funds from your account to the payees account. You need a bank account and they will charge you for this. The wire transfer is usually very fast. If you do not have a bank account, then you might want to try a western union office (look up in the yellow pages). There is also a western union website and I am not sure if they do this online.
