My guess is that it's something like elance. The basic strategy
I would go with is SEO with related keyword and build optin
lists to follow up and build a forum to strengthen a community.

Then find a supply and demand. Where can you find programmers
to sell their services. Find communities and tell them to spread
the word about your site.

Then there's the demand. Can you find communities of people
who are looking to hire programmers? DO IT!

Using joint ventures is a core strategy I would go with in getting
this project done.
