I'm trying to find shopping cart software that allows users to purchase soft goods (.pdf files, articles, images, and mP3s) that they can download right after they purchase and only let them have one download.
I'm looking every where for a quality package, but I can't find anything that is actually software. All the companies I have found, want me to host on their sites and pay them a monthly fee.
Has anyone come across an software packages such as this?

Take a look at http://ashop.sourceforge.net. I've never used AShop, but it looks like it may be helpful.
Otherwise I do not know of any script based shopping carts that have digital delivery capabilities. I do know that Yahoo! Store has the capability and so do a few of the other hosting based solutions as you mentioned.
The main problem with Perl, PHP, ASP, etc based shopping carts and digital delivery is security. I've looked into it quite a bit and haven't found any solutions that seem to have security measures anywhere near strong enough for my tastes. Most of the security measures that the hosting based solutions and other large companies use aren't portable to your average virtual hosting account. And they are defiantly not "install it yourself" type of scripts that can just be downloaded.

I've signed up with Click Bank to process credit cards. I will be selling an ebook in PDF. Does any one know how to make the Adobe eBook reader on the purchasers PC download the PDF file so it doesn't just download normally to the PC?
This is what BN.com and Amazon.com have it set up like.

I believe that these companies use Adobe Content Server, which allows them to securely distribute ebooks and other PDF files. Take a look at http://www.adobe.com/products/contentserver/main.html.
Most smaller stores who sell PDF files have a secure download facility which only releases the file once it's paid for (like pjman is doing).
