Well, I have the domain messageboard.cc to start with, and it's probably the simplest of simplest domains for a forum, and I have really no idea where to start. I've tried webmaster forums which it is now, teen forums, and tons of stuff but it doesn't seem to get the attention it needs. I was told that a targeted forum would be nice... any ideas on what I could change it to?

If you have a webmaster forum at messageboard.cc right now, as you claim above, then why is the site currently at that domain a spam squattter ad page?
If you want your forum to be a success you have to be interested in the topic. You'll lose interest quickly if you're not.

I just visited the site too. According to the Sedo report where it is parked:
A PageRank of 1, Incoming Google Links 0, Incoming Yahoo! Links 78, DMOZ Listed No
Archive.org No
So you haven't tried too hard with getting a forum going on that domain.
Also, you should make one site with it and stick to that. Changing the site topic all the time won't help with getting it popular with search engines or links on other sites.
So when did you remove the webmaster forum you said you had on it?
You posted on 22nd April, so you must have removed the webmaster forum in the last few days?
