Hi, Newbmaster. We can't tell you direclty what to charge (see this thread for more on that) but we might be able to give you some advice on how to figure out a suitable price.
There are a number of forumlas out there to do this. Most of them involve figuring out what you want to make and dividing it by the hours worked - including any amdinistrative time you might need. Sitepoint.com has a lot of resources for freelancers so you might want to check them out.
Another way is to look at sites of webmasters in similar in skill level and location and see what they are charging. Some will list pricing directly on the site. You could try contacting people privately but we can't allow any direct pricing quotes here on the site.

Yeah, it's a good idea to count the hours needed for creation - but not by you, but an experienced webmaster.
