Maybe I'm way off here, but usually people look before they leap.
Go to the irs (irs.gov?) and see what they say. You will need cgi and probably a secure site (I know I wouldn't want my personal stuff going through the normal channels.
So this really isn't a javascript/client-side question.

Well, you should meet with your contractee and find out just what sort of information you should be capturing, then once you've got all the business requirements you can address the technical issues.
I really don't know enough about that line of business to suggest a plan of action. First off, I agree with Vincent in regards to the site being secure, you would definately need to implement SSL for any transferring of confidential information.
I would also suggest using a backend from Microsoft or Oracle and make that very secure (even encrypting the data).
Just make sure that whomever you opened this contract with, that all areas of responsibility are clearly stated. For example, you might give them the database in a very secure fashion, but then they muck around with it and change some settings making in less secure and then it is comprimised. I wouldn't want to be responsible for that!

No offense intended, just love the idea that you took a contract (and presumably at least a retainer fee) but have no idea how to go about analyzing the requirements!
