My client has roughly 5,000 subscribers that are all opt-in. They are local people who are interested in sales he has ongoing.
We've been having issues being able to send to @hotmail.com addresses, which I think about 50% are. I could not find any contact/form for hotmail to try to resolve this issue.
Does anyone know how/why we may be blocked?
Does anyone have any ideas on how to resolve this (if we sent from another domain, would that work? Another IP?). Thanks in advance

What is happening to the emails? Are they not getting there at all or are they being sent to Junk Mail? What are you using to send the emails?

aol and hotmail are known to have very strict (anti spam) policies. Check out the error codes you / your mail server gets.

I have had problems with messages getting marked as junk mail in hotmail. For me the fix was simple - my test messages weren't getting through just becasue they were too short. When I used a longer "real" email with formatting and all it got through. A bit of a mystery
You can also turn on all the mail headers in your hotmail preferences which might help to identify any problems.

I think, once your message gets accepted and actually delivered, its success enough. Getting into the "junk" folder is a issue you will get with almost any email provider. Its the job of the user to check the "junk" folder for ham from time to time.
