What, for doing the actual design work? Not as far as I know but that'd depend on your employment laws.

It depends on the state you live in and if you are required by state law to charge sale tax for your services, required to register your business name, etc. It differs from state to state considerably. A good place to start to get information is your local chamber of commerce. They should be able to point you in the right direction.

I agree with Rayna. Depends on your state.
In most states if you are going to do business under another name (ex: Acme Web Designs) you must file a business certificate, also called a DBA (Doing Business As). So your business name would be Rayna Smith D/B/A Acme Web Designs. Also, if you're going to have a business checking account most banks will want to see a business certificate before you can open such an account.
OTOH, if you're just doing it part time freelance you probably don't need one. But again, check with your state.
As yet there is no licensing or registration for opening a web site, though I would expect some sort of thing in the not too distance future. I'm sure it would include a hefty licensing/registration fee and renewal. Government loves to regulate and tax anything that moves.

In the appliaction for a LLC (in VA) they ask for an address, can this address be a "home office" or do the states look for an address in a business distict area?

In most cases you can have an address anywhere, even just a mail drop. But most likely it will be the place you are actually conditing business out of.
Are you sure an LLC is the right decision to start a business with? If it's just yourself going sole-prop might be easier to start. You can always form an LLC or S-Corp later.
