I'm not a woman [sorry, guys] but one thing that I -always- hear whenever my girlfriend goes online:

"Mike! I can't use this damn thing! Fix it!"

Which usually means that she's stuck in a web site.

I'd do my damnedest to make it as easily navigatable as possible.

From a design point of view I would put some research into colour shcemes.

I would push quality of product literature more than free offers as research of thi skind has shown that the ladies are less drawn to free offers.

Lets see...

For cosemtics it will be very important to show all of the available shades as accurately as possible. And not tiny little colour boxes either. Make-up is something that most women would have a hard time buying without trying first. It would be good to have some sort of an interactive component that would help women decide if the product or shade would work for them (ie. warm/cool/neutral colouring indications).

Good navigation is always important of course. Basically I don't think there are a lot of specific design elements that would appeal to women in particular. Probably a light looking design in cool colours (colours that make-up might come in)

It might be nice to add on some extras to keep people coming back, like advice columns, FAQ, interviews with professional make-up artists and stuff like that.
