Give a man a fish and you feed him for a day. Teach him to use the Net and he won't bother you for weeks.

I only know that I don't know enough yet about anything. I suspect this will stay with me for life. If a day goes by I don't learn something new, I consider it a bad day.
I have no issue selling the following skills:
xhtml/html/css/javascript
php/mysql
website design (interface, typography)
copywriting
logo development
application development (wire-framing or logic)
vector and drawn illustrations
business advice (esp. product development and long term planning)

I'm with Suzanne on this. I've only mastered enough of this to know I haven't mastered anything.
My coding capabilities and experience lie in the following: XHTML, CSS, Javascript, PHP/MySQL, ASP 3.0, VBScript, VB (pre-.NET), GTK/C, XML (XUL), and especially RTFM. I've played with others like Java and C++ but not to any great extent.
When it comes to graphic design, well, sometimes I fire, sometimes I don't.
Recently I've delved into the realms of more abstract subjects like info architecture and human interface, which, I believe, are fundamental to this whole web design affair. The rest are mechanics.

I think that putting measures of proficiency on these things is way too subjective and biased. I mean, my idea of proficient could be someone else's idea of beginner.
Anyway, for myself, I'm finding my career path to be moving away from web development. I'm not sure that I could sell any of my web skills anymore. Not to anyone who knows what they're doing. I guess my xhtml and css is okay...
