You probably need a hacking program or software.

Depending on your machine and OS you can get some type of remote access program like pcAnywhere or whatever.
Be aware however that while these programs are good it is still a security risk.

Yes I agree with what Jaiem said and if you try to break through the ISP's firewalls and security protection it may also cause some serious consequence to you where you could be mistaken as hacker.

Hah!
Accessing your computer is a completely legal thing that should require no hacking, cracking or similar activities. To access your computer remotely, you will need to use a program such as pcAnywhere on your home copmputer and another copy on the remote system. Your home computer should be setup as the server with a login name and password.
you will then be able to connect to your home computer through a remote system by logging in. there is nothing illegal about this, and since these programs are made by deceent companies, it doesnt require any special knowladge, just some software. very few isps will try to block this type of connection at all.

I agree with what Ted said, that is if the person has a server or is trying to connect to his server, then in which case it's normal to get online to your remote networking system using your ID to access your files. But assuming when someone who doesn't have the facilities I doubt he could be able to access his computer from another computer without a hacking software.
