It gets really irritating when you're on the Internet, and someone calls you and you get disconnected.
Is there a way/software to disconnect the other person instead?

If you're getting disconnected by incoming calls when online, you need to disable call-waiting. It usually varies from place to place, but the code is usually something like *70
Just set up your dial-up networking connection to dial the call-waiting kill code before it dials your ISP. If your ISP is 555-5555 just call *70555-5555. Then callers just get a busy signal and that "beep" to denote an incoming call doesn't reach your modem to disconnect you. Or, if you use your phone for only computer connections, have call-waiting removed from your service since you're paying for it. Most services that use proprietary dial-up software like AOL or MSN have an option to disable call-waiting built into the dialer. Make sure you use it.
Or, as suggested above, get cable/DSL.

Adam, you realize that not everyone has the money to pay $40+ dollars a month for a faster connection when they can get a dial up account for $20 or less.

Maverick has the right idea, if you have call waiting, it must be disabled or your gonna get disconnected with an incoming call.
