The word "webmaster" has such a broad meaning that it's hard to say who's qualified to use it
It really depends on how you define it, but I think that since you've built sites, and you're in charge of running them, then you are a webmaster

Like your site! Very nice...you say you just started too??? Great job.
I would say the way to find the best sites is just to search for similar interest sites. Or should i say sites that are along the same lines as yours. Thats how i have the most luck anyways. That and always keeping up on the latest news and trends in the Webmaster world. I create.
