So you want someone to click through the banner in order to view the page? Or you just want a pop-up?

you can do a popup through javascript...

You should use javascript if you want a popup and php if you want people to have to click on the banner.

But bare in mind that pop-ups are annoying and a lot of people will have pop-up killers installed and wont see the banner!

Agreed (well apart from the spelling of "bear in mind"
)!
Or is it a popin you're after? They're even more annoying, people on the net are usually looking for something specific so impeding their progress with an advert they never asked for is not going to be welcome.
This will probably cause the user to go straight back to the Search Engine results and look again.
